Art. 34 Los gastos de Administración y Fomento del Departamento de Panamá, no pudiendo en ningún caso exceder las erogaciones á los ingresos. En consecuencia, el Gobierno de la República dictará las providencias del caso para equilibrar los Presupuestos de aquella Sección en los próximos bienios económicos.
