A fin de mantener la unidad de acción de responsabilidad, las relaciones entre el Gobierno Nacional y los empleados de Aduanas en cualquier asunto relativo a las Aduanas del país y al régimen aduanero, se verificarán por conducto del Director General de Aduanas. Así mismo, el Ministro de Hacienda y Crédito Público será el único órgano de relación y de comunicación del Director General de Aduanas con el Gobierno Nacional.
