La Registraduría Nacional del Estado Civil, previo concepto del Consejo Nacional Electoral, fijará los términos dentro de los cuales deben efectuarse las inscripciones de cédulas previstas en la presente ley. En ningún caso, la inscripción podrá cerrarse con más de un mes de anticipación a la fecha de las respectivas elecciones. Con todo, a medida que mejoren las facilidades técnicas de la organización electoral, la Registraduría podrá reducir dicho término.
