Respeto a los citados. Quienes sean convocados o citados a concurrir a las sesiones tienen derecho, cuando intervengan en los debates, a que se les trate con las consideraciones y respeto debidos a los Congresistas. El Presidente impondrá al Congresista que falte a esta regla una de las sanciones de que trata el artículo anterior, considerando la infracción como un irrespeto al Congreso.
