Art. 5. ° Los telegrafistas no podrán hacer gasto alguno de los fondos que recaudan, sino por órden escrita del respectivo Administrador principal de Hacienda. Cuando ocurra un gasto urgente darán aviso a este empleado para que lo ordene.
