Art. 3°. Los Agentes Diplomáticos de la Republica, y en su defecto los Cónsules generales, podrán nombrar Vicecónsules interinos en el país de su residencia, en los caso de falta absoluta o temporal de un Cónsul, o por motivo de inmediata conveniencia.
