Artículo Primero. Servicio Postal . Por servicio Postal se entiende, para los fines del presente Decreto, el servicio de Correos y los Servicios Financieros de carácter Postal, en el ámbito nacional e internacional. El servicio postal tiene carácter público y su prestación corresponde al estado, con observancia de la Legislación Nacional e Internacional.
