Las comunidades organizadas concesionarias del servicio, deberán constituir un comité consultivo conformado por tres representantes de la localidad, no afiliados a la organización, escogidos por sorteo de lista de diez (10) personas que se hayan destacado por sus servicios a la comunidad. La lista será elaborada por todos o al menos la mayoría absoluta de los miembros afiliados.
