ARTICULO 27. Régimen de transición. -Los presupuestos aprobados para ICEL, establecimiento público, serán ejecutados por ICEL, empresa industrial y comercial del Estado. A partir de la entrada en vigencia del presente Decreto, la empresa industrial y comercial del Estado-ICEL asumirá todos los derechos y obligaciones del establecimiento público-ICEL.
