Habrá un Consejo Directivo del Departamento de Provisiones, compuesto de ocho miembros, representante cada uno del respectivo Ministerio Ejecutivo; hará parte el Ministerio ejecutivo; hará parte el Ministerio o uno cualquiera de sus subalternos que él designará bajo su responsabilidad solidaria. De este consejo Directivo se formará un comité ejecutivo compuesto de los miembros que representen los Despachos de Hacienda, Obras Publicas y correos y Telégrafos.
