Las reclamaciones que hagan los introductores o los Capitanes de buques por imposición de multas, o por estimación de averías, serán resultas en una sola instancia por los Jurados de Aduanas de los Puertos respectivos.

Las providencias que dicten estos Jurados sobre otra clase de reclamos, serán apelables ante el Jurado Central de Aduanas.
