º . Metodología de las propuestas . Todas las propuestas que se presenten al Comité de enlace tendrán una estructura homogénea que incluya, por lo menos, los siguientes aspectos: 6.1. Identificación precisa de la norma, procedimiento o servicio a revisar. 6.2. Norma legal que la respalda. 6.3. Cuestión de fondo a tratar, y 6.4. Opciones de solución y recomendación. El Comité hará un plan de temas seleccionando los asuntos a tratar. El Comité invitará a los representantes o sus delegados de las entidades respectivas para atender las inquietudes y buscar consensos con las propuestas que se presenten. La Secretaría los convocará. Con base en lo anterior, el Comité analizará el tema y presentará sus recomendaciones.
