El presente Decreto no es aplicable a la Administración Postal Nacional, ni a los Establecimientos Públicos que con base en las facultades otorgadas en las Leyes 2ª y 9ª de 1973 se rigen por sistema de clasificación y remuneración, diferentes al fijado en el Decreto 2554 de 1973.
