El artículo 19 del Decreto-Ley No. 3073 de 1968 quedará así: "Para todos los efectos legales las personas que presten sus servicios en la Caja de Vivienda Militar, tendrán el carácter de empleados públicos. No obstante lo anterior podrán vincularse mediante contrato de trabajo las personas que desempeñen las siguientes actividades

Construcción y sostenimiento de obras, instalaciones y equipos y

Labores de aseo y jardinería"
