º . Propuesta base de concertación. Cada sociedad de gestión colectiva de derecho de autor o de derechos conexos deberá mantener un régimen tarifario que servirá como propuesta para la concertación de la tarifa con los usuarios y con las asociaciones y organizaciones de aquellos. El régimen tarifario de que trata el presente artículo, observará los criterios establecidos en el artículo 1º de la Ley 719 de 2001.
