Toda falta absoluta del Presidente será llenada con nueva elección para el resto del período. Las faltas temporales y las accidentales del Presidente serán llenadas por el Vicepresidente, quien recibirá el tratamiento correspondiente y cumplirá los deberes de Presidente del Consejo.
