Artículo quinto. Los productores, fabricantes y comerciantes mayoristas que tengan establecidos sistemas especiales de distribución y venta de sus artículos o mercancías, colaborarán con el Ministerio de fomento para garantizar el abastecimiento normal del consumo, la vigencia de los precios de venta, y para evitar el acaparamiento y la especulación indebida.
