º Los contratos interadmistrativos nuevos que celebren los organismos y entidades incluidas en el Presupuesto General de la Nación, hasta el 31 de diciembre de 1992, requerirán viabilidad financiera dada por el Confis. Se exceptúan de ese requisito los contratos interadministrativos de fiducia o administración fiduciaria que se celebren o hayan celebrado entre octubre y diciembre de 1992 y que estén autorizadas por ley o decreto.
