Artículo tercero. Autorizase al Consejo Administrativo de los Ferrocarriles Nacionales para que directamente o por contrato lleve a cabo la ejecución de las obras indispensables de entubado de las calles de Armenia, para lo cual el Ministerio de Obras Públicas librada la respectiva orden de pago de anticipo, quedando el Consejo Administrativo en la obligación de rendir cuentas a la contraloría General de la república por las inversiones por este concepto.
