El primer Congreso se reunirá en la ciudad de Bucaramanga el día 10 de diciembre de 1940, coincidiendo tal reunión con las Olimpiadas Nacionales que en la misma época tendrán lugar en la capital de Santander. Por la misma corporación se acordará la ciudad en la cual haya de reunirse el segundo Congreso Agrícola, Industrial y Pecuario, y se fijará la respectiva fecha. Sucesivamente se irá fijando por cada Congreso el lugar de la siguiente reunión y la fecha correspondiente, lo cual se hará por mayoría de votos de los delegados presentes en la respectiva sesión fijada para el efecto con dos días de anticipación.
