Los Administradores de Aduana, al tiempo del reconocimiento de las mercancías, verificarán la exactitud de los despachos con los datos suministrados por el Cónsul, Vicecónsul o Agente Consular, y si encontraren alguna discrepancia u objetos sin la correspondiente estampilla, recargarán los derechos de importación con el valor de las estampillas que falten, a razón de un centavo cada una, y el 25 por 100 sobre el valor total de ellas.
