Art 16. El artículo 442 queda asi: Los indicados fondos se aplicarán al fomento de las obras públicas que designen el Poder Ejecutivo oyendo préviamente a los presidentes o Gobernadores de los Estados, i se dará preferencia a la que el respectivo Estado estime como urjente.

Parágrafo

Esceptúase de lo dispuesto en este artículo al Estado soberano de Cundinamarca, Estado en el cual se aplicará el ausilio de que trata dicho artículo, única i esclusivamente, para la mejora de caminos.
