La suma a que se refiere el artículo anterior será incluido en el Presupuesto de la próxima vigencia, y en caso de no hacerlo se autoriza al Gobierno para abrir los créditos y hacer los traslados de rigor, a fin de dar cumplimiento a la presente Ley.
