El Poder Ejecutivo puede, en los casos no previstos que ocurran, disponer lo que juzgue conveniente y equitativo en cuanto al procedimiento de los empleados nacionales, y puede también modificar o reformar los reglamentos sobre el particular, cuando lo crea justo y razonable.
