°. Modificar el numeral 9 del artículo 6° del Decreto 4299 de 2005, el cual quedará así: “9. El refinador solamente podrá distribuir los combustibles líquidos derivados del petróleo a otro refinador, al distribuidor mayorista, al distribuidor minorista a través de estación de servicio de aviación y marítima, al gran consumidor con instalación fija que consuma ACPM en volúmenes iguales o superiores a cuatrocientos veinte mil (420.000) galones mes y al gran consumidor que consuma combustibles para quemadores industriales (combustóleos - fuel oil)”.
