Estructura del Consejo Superior. El Consejo Superior contará con una Presidencia y una Secretaría Técnica. La Presidencia del Consejo será ejercida por el delegado del Ministerio de Hacienda y Crédito Público. El Secretario Técnico será el Gobernador del Departamento de La Guajira.
