Artículo único . La rebaja a la mitad de la tarifa actual, del precio de los despachos telegráficos que se dirijan al Estado de Santander o que de éste sean dirijidos, acordada por el decreto arriba citado, se entenderá desde esta fecha que solo comprende a los telegramas que tengan por único. objeto comunicar asuntos referentes a la catástrofe sufrida en los pueblos del Norte del Estado de Santander.
