°. Concesión del Servicio Portador. La concesión del Servicio Portador que se regula mediante este decreto, la otorgará el Ministerio de Comunicaciones mediante licencia, a las personas jurídicas constituidas en Colombia que la soliciten y cumplan con los requisitos exigidos en este Decreto y en las disposiciones legales vigentes. Las licencias para la prestación del servicio portador se otorgarán mediante resolución motivada, previo el cumplimiento de los requisitos establecidos en el presente decreto.
