Autorízase al Consejo Administrativo de los Ferrocarriles Nacionales para que por conducto de la Administración del Ferrocarril de Nariño introduzca al puerto de Tumaco elementos y materiales de hierro y acero, cerrajerías, instalaciones sanitarias, para ser vendidas para edificaciones en el mismo puerto. Estos elementos no causarán derechos de Aduana, tonelaje, consulares, boyas, etc., y serán expendidos a precio de costo
