Art. 17. Todo empleado de manejo que tenga que retirarse de la Oficina por un término no mayor de sesenta días, puede dejar un recomendado que sirva el destino bajo su responsabilidad, con permiso del Ministro del Ramo, quedando en este caso mancomunada y solidariamente responsable con éste último por las faltas que pueda cometer.
