Complementariedad e integración de Contratos Plan. Las entidades territoriales y la Nación podrán acordar en un mismo Contrato Plan la conformación de esquemas asociativos, la ejecución asociada de proyectos de desarrollo territorial y programas del Plan Nacional de Desarrollo, y la delegación de competencias, siempre y cuando se observen los requisitos previstos en este título para estos.
