º . Determinación de la planta . La Planta del personal del Nivel Ejecutivo de la Policía Nacional, será fijada anualmente por el Gobierno Nacional, con base en las necesidades de la Institución. El Gobierno fijará la planta que debe regir para cada año antes del 31 de octubre del año anterior y cuando no lo hiciere continuará rigiendo la que se encuentre vigente. En casos especiales, el Gobierno podrá modificar la planta fijada para el año respectivo. TITULO II. J ERARQUIA, CLASIFICACION Y ESCALAFON CAPITULO UNICO
