° El artículo 89 del Decreto 1787 de 1990, quedará así: " Artículo 89. Los programas de reposición que adelanten las empresas de transporte público colectivo municipal de pasajeros y/o mixto, las agremiaciones de transportadores y/o organismos de integración cooperativa de esta modalidad, deberán ser presentados a las autoridades de transporte municipal competente a fin de que los evalúe técnicamente y los proponga a las entidades del Estado que tienen que ver con el sector para que los impulsen y estimulen".
