ARTICULO 5° Respaldado en parte del mayor superávit fiscal de 1937, no comprendido en el artículo 49 del Decreto 2140 del mismo año, que se liquidará al Presupuesto de rentas y Ley de Apropiaciones de 1937, ábrese el siguiente crédito adicional al Presupuesto vigente:
