°. De la autonomía y de la tutela administrativas. La autonomía administrativa y financiera de los Establecimientos Públicos y de las Empresas Industriales y Comerciales del Estado se ejercerá conforme a los actos que los rigen, y la tutela gubernamental a que están sometidos tiene por objeto el control de sus actividades y la coordinación de éstas con la política general del Gobierno.
