Por el Gobierno Nacional se nombrará una Comisión de Ingenieros encargada de ejecutar los estudios completos del trazado definitivo de la Carretera, según la ruta más conveniente en las secciones por construir, y de levantar el plano general de la vía desde Bogotá hasta Cúcuta, sujetándose a lo dispuesto sobre el particular en las Leyes 64 de 1911 y 92 de 1912.
