De toda mercancía, equipaje, nave, vehículo y aeronave decomisada, dará el Administrador aviso por escrito a su propietario o representante de este. Para los efectos de tal aviso se pondrá como propietario de la mercancía al consignatario o al tenedor del conocimiento de embarque debidamente endosado si el Administrador lo conociere, o el embarcador cuando se trate de mercancía consignada a la orden. Para los fines de este artículo, cuando no se conociere el propietario ni su paradero, y cuando la aduana no supiere quien es su agente autorizado, se tendrá por propietario a la persona en cuyo poder esté la mercancía o a la que tenga a su cargo la nave, vehículo o aeronave en el momento del secuestro.
