º Autorízase al Gobierno Nacional para celebrar operaciones de crédito con destino a los fines a que se refiere el artículo 2º, y dar en garantía el producido de los impuestos creados en este Decreto. Las obligaciones respectivas solamente requerirán la aprobación del Presidente de la república, previo concepto favorable del Consejo de Ministros.
