Artículo cuarto. El Gobierno, por conducto del Ministerio de Agricultura, queda autorizado para contratar con el Instituto Zooprofilactico Colombiano la prestación de los servicios de control sanitario contra la fiebre aftosa en el país, a fin de asegurar la efectividad de las normas sanitarias establecidas por dicho Ministerio.

Parágrafo

El Instituto determinara las zonas del país que sin perjuicio del control sanitario puedan dejarse libras para la movilización de ganados, por medio de resoluciones que lleven la aprobación del Ministerio de Agricultura.
