Autorizase al Gobierno para sustituír la caución otorgada para garantizar el pago del servicio de los Bonos de Tesorería 1944 emitidos en desarrollo del Decreto 2233 de 1944, por la pignoración del producto del impuesto de timbre que se cobra por las operaciones de cambio internacional y a que se refiere el Decreto 568 de 1946 reformado por esta ley.

Es entendido que la pignoración no se extiende sino al equivalente del uno quince por ciento (1.15%) del valor de las operaciones de cambio internacional que soporten el impuesto.
