Art. 3.° La amnistía concedida por esta ley no comprende la responsabilidad civil en que hayan incurrido los agraciados por atentados cometidos contra las personas ó las propiedades ; para hacer efectiva la cual tienen los agraviados expeditos los recursos que les dan las leyes vigentes.
