ARTICULO 21. Normas Comunes a las Juntas Directivas de los Fondos Rotatorios. - En ausencia del Ministro de Defensa Nacional, presidirá la respectiva Junta Directiva el oficial de mayor antigüedad que forme parte de ella. El Director General de cada Fondo Rotatorio asistirá a las reuniones de la respectiva Junta Directiva con derecho a voz pero sin voto. Actuará como Secretario en las reuniones de la respectiva Junta Directiva, el funcionario que determine el Director General de cada Fondo Rotatorio. Las Juntas Directivas de los Fondos Rotatorios referidos, podrán sesionar válidamente con la asistencia de cuatro (4) de sus miembros y las decisiones se tomarán por mayoría.
