Los gastos de cada dependencia, tendrán el siguiente orden de prioridad para su giro: Primera. -Servicios personales -Transferencias de ley (cuota patronal Caja de Previsión Social, Instituto Colombiano de Bienestar Familiar y Caja de Compensación Familiar). -Aportes a los municipios y corregimientos. -Servicio de la deuda. Segunda. -Gastos generales Tercera. - Demás transferencias y gastos de inversión. No podrán emitirse ni refrendarse giros ni hacerse pagos cuando se hicieren en contravención con lo dispuesto en el presente artículo.
