Artículo tercero. Para que tenga cumplido efecto lo dispuesto en el inciso anterior, se levantarán en el Salón Central, del Centro Cultural, un monumento al Escudo Nacional, al lado derecho de este busto del Libertador y a su lado izquierdo un busto del General Manuel Castro Bayona.
