El Fondo Rotatorio creado por el presente Decreto, tendrá cuenta bancaria especial y su manejo, como se dijo, corresponderá a la Junta Directiva de las Residencias, quien actuará como entidad ordenadora. Dicha Junta podrá autorizar a la Directora de la Institución y al Contador Pagador Almacenista de las mismas para manejar tal cuenta bancaria. El Contador Pagador Almacenista prestará la fianza correspondiente.
