Quórum deliberatorio y decisorio . El CON podrá deliberar con las dos terceras partes de sus miembros y sus decisiones deberán ser tomadas por mayoría que incluya el voto favorable de por lo menos dos (2) de los representantes de los productores, dos (2) de los representantes de los remitentes y dos (2) de los representantes de los transportadores. En caso de empate, el voto del representante del Ministro de Minas y Energía se contará doblemente. (Decreto 2225 de 2000, artículo 4°; modificado por el Decreto 2282 de 2001, artículo 4°)
