Artículo once. A los congresos sindicales podrán asistir sendos observadores de las entidades oficiales que deseen enviarlos y de los sindicatos que funcionen en el territorio del país y que teniendo derecho a elegir representantes no quieran hacerlo, así como las demás organizaciones sindicales que, funcionando legal y normalmente en territorio nacional, no tengan asiento en el congreso, y a las cuales se faculte o invite para asistir según el plan de convocatoria respectivo; pero la designación de los observadores queda sometida a la aprobación o improbación del Ministerio del Trabajo.
