Lo dispuesto en el presente Decreto se entenderá sin perjuicio de lo previsto en el Decreto 2681 de 1993. El presente Decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial el Decreto 313 de 1994.
