Instructivo . Dentro de los treinta (30) días hábiles siguientes a la expedición del presente Decreto, el Ministerio de Ambiente, Vivienda y Desarrollo Territorial elaborará un instructivo, en el cual establecerá de manera detallada el procedimiento que se debe surtir para adelantar las audiencias públicas a que se refiere el presente Decreto y será de obligatorio cumplimiento.
