Las disposiciones que en desarrollo de lo dispuesto en esta Ley, dicten el Gobernador del Valle del Cauca y el Alcalde de Cali, deben armonizarse y complementarse entre sí. La autorización que se les confiare en el artículo 4º. es amplia e incluye también la forma de recaudo, manejo, etc., de los fondos que produzcan las estampillas.
